Upgrade outdated laravel framework and dependency packages. Key upgrades include Laravel framework from 5.3.30 to 5.5.19 and phpunit from 5.7 to 6.4. Detailed list of packages updated will be specified in the issue. Also updated the testcases to run with the new version of phpunit. Refs #18721
