How to fix   Complexity

Complex Class

Complex classes like Charset often do a lot of different things. To break such a class down, we need to identify a cohesive component within that class. A common approach to find such a component is to look for fields/methods that share the same prefixes, or suffixes.

Once you have determined the fields that belong together, you can apply the Extract Class refactoring. If the component makes sense as a sub-class, Extract Subclass is also a candidate, and is often faster.

While breaking up the class, it is a good idea to analyze how other classes use Charset, and based on these observations, apply Extract Interface, too.

It seems like $data can also be of type array; however, parameter $string of htmlspecialchars() does only seem to accept string, maybe add an additional type check? ( Ignorable by Annotation )

If this is a false-positive, you can also ignore this issue in your code via the ignore-type  annotation

                        $data = htmlspecialchars(/** @scrutinizer ignore-type */ $data,  defined('ENT_XML1') ? ENT_XML1 | ENT_QUOTES : ENT_QUOTES, 'UTF-8');

The expression return $escapedData also could return the type array|false which is incompatible with the documented return type string.
