The variable $this seems to be never defined.

                $config = $cfg->load("content.php");
                $config = $config["config"] ?? null;
                $file = $config["file"] ?? null;

The assignment to $file is dead and can be removed.

                $content->configure($config);

It seems like $config can also be of type null; however, parameter $config of Anax\Content\FileBasedContent::configure() does only seem to accept array, maybe add an additional type check?
